一位参与救灾和重建的电力部门人士对记者说：“灾情比想象中的严峻，现场触目惊心，比电视或者其他媒介上的画面更有冲击力。”
据统计，陕西受灾地区交通、水利、电力、通信等基础设施和教育、卫生、文化等损毁严重。襄渝、阳安、宝成、宝中、宁西等9条铁路88处中断，累计中断铁路正线行车249小时；2条高速公路、5条国道、12条省道、500多条县乡道路和4000多条农村公路受损。

为了全力抗汛救灾和进行灾后重建，这次会议上，陕西省政府要求要求各级政府机关要厉行节约，包括“取消没有实质意义的会议和活动，年内停止购置公务用车和停建已批准的办公场所，省级部门支出压缩5%，把有限的资金用于灾后重建。”
